There are still upgrading requirements that need to be done before Navua can be declared a Town.
This was highlighted in a written response to a parliament question by Minister for Local Government, Premila Kumar.

It was a written response to SODELPA MP Ratu Suliano Matanitobua who asked Kumar in a written question in parliament to give an update on the process of the development plans for Navua.

Kumar says these requirements include road upgrading construction of the Navua Town Council Office, National Fire Authority Office and other developments.
She stated that $10 million was invested by FRA to upgrade roads in Navua which includes $3.5 million to upgrade the Naitonitoni road, $1.3 million on the Navua Hospital Road safety improvement and $5.2 million on rehabilitation of the Namelimeli section of Queens Road.
Kumar also said that footpaths have also been upgraded at a cost of $162,000 and the FRA installed 120 streetlights within the proposed Navua township area.
She says once the FRA has indicated to the Ministry for Local Government that the provision of the agreed infrastructure is completed they will proceed with the declaring of Navua as a town.
