New Zealand Rugby will today start the process to enact a major overhaul of the game.

This follows a major review into the way the game is managed, structured and organised.

If recommendations from the McKinsey review, as understood by Stuff, are implemented it would be one of the largest shakeups the game has seen in New Zealand.

Provincial unions are expected to be given an outline Friday morning on how to deal with falling rates of player participation and crowd numbers at both the Mitre 10 Cup and Super Rugby.

Major changes expected to be tabled include the way provincial unions identify talent, which will give Super Rugby franchises more responsibility in the management of elite players and talent identification.

Competition and back-office administration structures at both regional and national level are also under review.

Pathways to attract and retain younger players and plans to streamline elite player development are also part of the review.

Stuff understands provincial unions will be given time to consider the review and provide feedback ahead of the NZR's board meeting in March.

NZR chief executive Mark Robinson will speak publicly for the first time about the changes this afternoon.
