Joachim Low's Germany side, who won the World Cup in 2014, have now only won three of their past 12 matches.
They suffered a shock exit in the group phase of the 2018 tournament in Russia and this loss leaves them with only one point from their opening two Nations League matches.
Meanwhile in other matches of the Nations League, Czech Republic beat Slovakia 2-1, Norway defeated Slovania 1-0, Georgia overcame Andorra 3-0, Latvia and Kazakhstan played out a one-all draw, Gibralter beat Armenia 1-0, Bulgaria edged Cyprus 2-1, while Macedonia defeated Liechtenstein 4-1.
Germany face tough competition in their next match this Tuesday, as they take on world champions and Nations League Group A1 leaders France.
