New Zealand is the defending champions after they defeated England 26-7 in the final while Fiji last won the tournament in 2013 when Osea Kolinisau scored a hat-trick in the second half after being down 19-0 to beat Wales 26-19.
Fiji is pooled with Canada, Samoa and Belgium in the Hong Kong 7s which kicks off next Friday.
Fiji will face Samoa in their first game at 12.44am Saturday.
