Fiji scored first through Joseva Talacolo to lead 7-0 but was not consistent throughout the match.
They committed a lot of mistakes and Spain capitalised and took advantage of the opportunity.
Manu Moreno of Spain scored twice in the first half to put them into a 12-7 lead at halftime.
Spain scored another two tries in the second half through Jeremy Trevithick and Jaime Manteca to seal their win.
Vuiviawa Naduvalo's try in the last seconds of the match was disallowed after the TMO found that the pass he got was forward.
Meanwhile, the Fijiana 7s will face New Zealand in the women's final at 1.45pm today.
