The Ministry of Justice and Anti-Corruption has recommended in the report on the LTA industry that before the freeze on the issuance of new PSV licenses is lifted, the Review Committee should determine based on transparent and scientific basis, the number of PSV licenses that should be issued for each locality.
Attorney General Aiyaz Sayed-Khaiyum says once the number of taxi and mini-bus licenses are determined, new licenses should be issued to those Fijians who are from a low-income background.
Sayed-Khaiyum says another recommendation is that a one year amnesty period be given to allow for the registration of a vehicle that has been off the road without the payment of annual registration fees for any number of years that the vehicle has not been on the road.
He also says that a national bus schedule is to be prepared immediately which sets out the exact routes and the times of scheduled services.
The Attorney General also says the report recommended that the issuances of rental vehicle licenses be deregulated.
He says this would mean that any person wanting to start up a rental vehicle business or an existing operator wanting to add to their fleet will not seek LTA’s permission.
They would simply need to get a business license from the municipal council and register the motor vehicle with LTA as a rental vehicle.
He also recommends that there be a complete review of the penalty structure under the Act, including reducing the fixed penalty fines.
