The Fijian Competition and Consumer Commission has signed a Memorandum of Agreement with Energy Fiji Limited that will ratify EFL acting on behalf of FCCC in carrying out certain regulatory duties.
FCCC Chief Executive Officer Joel Abraham says EFL will continue taking care of technical aspects like electrical installations and meter testing.
Abraham says EFL will also be in charge of licenses for electricians and wiremen and all of this will be overseen by FCCC through periodic reports and inspections of their own.
He says thanks to this MOA thèy can be sure that all duties carried out by EFL will be subject to accountability and transparency mechanisms.
Abraham says with EFLfs technical expertise, combined with their oversight and monitoring people can be rest assured that they are continuing to safeguard the interests of all Fijian consumers.
The MOA comes in the wake of FCCC's newly appointed role as the independent regulator of the energy sector under section 5(1) of the Electricity Act 2017.
Under section 56(3) of the Electricity Act 2017, the FCCC is empowered to delegate certain duties to the EFL due to their technical expertise in the field.
Abraham says these duties will include but not necessarily be limited to the Electrical Installation Inspections and Compliance Checks, Licensing Issuance and Renewals,Meter Testing and Accident and Incident Investigations.
He says EFL will continue to inspect all electrical installations, generator interconnection and ensure that technical codes relating to electrical installations are being complied with.
Abraham says EFL will issue and renew licenses for Electrical Contractors, Electricians and Wiremen.
He says EFL will continue doing meter testing and will be obligated to send periodic reports and will also be required to notify FCCC about any complaints about meter accuracy so FCCC can follow up with monitoring to ensure that such testing is conducted in accordance with applicable laws and regulations.
The CEO adds that EFL will be required to notify FCCC about any reports by licensed electricians, electrical contractors and wiremen of accidents or incidents involving fatalities or injuries.
