Fiji and Samoa currently sit on top of the standings on seven points after an opening victory and their 30-all draw last week.
On this case, Japan has been boosted by Michael Leitch, Hendrik Tui, Shoji Ito and Fumiaki Tanaka who are all making their first appearances in this year's tournament.
Meanwhile Flying Fijians coach John McKee has opt to make 12 changes which saw Napolioni Nalaga on the left wing in place of Asaeli Tikoirotuma.
In the last 15 games that the two teams have played, Fiji has won 12 and lost three.
The Vodafone Flying Fijians will take on Japan at 10am tomorrow.
