Stinson Parade Road from the Civic car park is now open to the public but only as an exit point for vehicles and pedestrians.
This is after assessments conducted by the Employment Ministry have confirmed that the outside of the Civic Centre building is considered and declared safe.
A barricade which acted as a buffer between the removal work site and the public access area has been erected.
In May this year due to the work required on the removal of asbestos in the Civic Centre Building, the Stinson Parade Road was closed for necessary containment of the asbestos removal works.
A statement says the entry from the Town Hall Road will remain closed.
