China Railway Fifth Group offered the best value for money instead of Fulton Hogan Hiways - Moore

Fiji Roads Authority’s Chief Executive Officer Jonathan Moore stresses that FRA gave the four year road contracts for the Central Division to China Railway Fifth Group instead of Fulton Hogan Hiways because China Railway Fifth Group offered the best value for money.

In an interview with Fijivillage Moore says China Railway Fifth Group has already done major road projects in the Suva area.

He says the best value for money also means more work will be done with the allocated money.

Moore also made it clear that they had to make hard decisions to complete work on the four lane project between Rewa Bridge and 9‑Miles after FRA appointed two contractors, Higgins Fiji and Dayals Quarries to complete the remaining work.

Work on the project is anticipated to be completed by June next year.

The FRA had terminated China Railway First Group’s contract due to delays.

China Railway First Group and China Railway Fifth Group are different companies. 

Moore says there is no penalty for FRA in terminating the contract. However he says there is a clause in the contract that allows FRA to recover any additional costs incurred in completing the works.

Moore also says that they also have a per day delay penalty.
