A new winner will be crowned in the Dubai 7's tournament after defending champion England was beaten by a spirited Portugal outfit.
In one of the most dramatic matches in recent memory Portugal defeated England 22-21 with a Pedro Leal penalty goal, seconds before the siren to send them through to the Cup Quarter finals.
South Africa was also relegated to the bowl competition after they lost 10-5 to Samoa.
Wales and New Zealand claimed their spot in the Cup Quarter Finals from pool B after recording victories in their last pool matches.
Wales defeated Russia 22-5 while New Zealand showed their class beating Argentina 17-7.
New Zealand beat Wales 14-7 and defeated Russia 31-14 in its two other pool matches.
In pool D, Canada confirmed their place in the Cup Quarterfinals with a strong 26-7 win over the USA in their final pool match.
Earlier, they drew 28-all with Australia in a thrilling encounter and in their opening match Canada beat France 20-0.
In the final match in pool D France battled hard to defeat Australia 7-nil to join Canada in the Cup Quarterfinals.
Meanwhile, in cup quarterfinal's this afternoon, Fiji takes on France at 7.50pm, Samoa takes on Wales at 8.12pm, Canada will play Kenya at 8.34pm while New Zealand will take on Wales at 8.56pm in the last quarter final.
